why teredo IP Address keep changing?

I managed to configure teredo on windows 7 but I come up with one problem ... teredo IP address keep changing . I noticed that terendo stat keep change too , it moving from dormant to enabled and vica versa

when I run (ipconfig /all) it give me :

note that ip version 6 of the teredo interface changed . why this happening ? and how to solve this ? ( I'm behind a NAT if this make any difference )

UPDATE :

I believe my ip address and port number is not changing , the things that changes is the state of teredo ... I noticed that teredo interface ip number not changing directly , but it's state moving to disabled ( or offline or whatever state) then it restart with new IP address ... is this the default behavior or something wrong (in the RFC nothing mentioned about that)

Teredo - это протокол, который туннелирует IPv6-трафик через UDP на IPv4 к серверу Teredo, который затем направляет IPv6-трафик в Интернет, или обратно к вам.

Получаемый вами IPv6-адрес Teredo кодирует IPv4-адрес сервера Teredo и UDP-порт для вашего конкретного туннельного соединения. Например, в первом случае , ваш адрес Teredo кодирует IPv4-адрес сервера Teredo 65.55.158.116 и UDP-порт 59132. Во втором случае IPv4-адрес тот же самый, но UDP-порт 60204. Таким образом, мы можем сказать, что ваш туннель отключился и снова подключился хотя бы один раз.

Teredo также кодирует IPv4 RFC1918 адрес локальной машины, который в вашем случае 192.168.8.102.

Все это необходимо для того, чтобы протокол Teredo корректно маршрутизировал пакеты через NAT.

Кроме того, по каждому адресу устанавливаются флаги случайных адресов, в результате чего IP-адрес имеет любое из 4096 возможных значений на одну комбинацию Teredo сервер/Порт UDP. Это обеспечивает меру сопротивления сканированию IPv6-адресов, что в противном случае было бы тривиально для соединений Teredo.

Тередо полностью объясняется в RFC 5991, случайные флаги в разделе 3.1, и соображения безопасности в разделе 4.
