Предполагается, что великий китайский межсетевой экран блокирует IP-адреса Amazon 75.101.145.87, 75.101.163.44, 174.129.212.2, но не те, которые используются в записи proxy.heroku.com. Не думаю, что ты сможешь что-нибудь с этим поделать. Если бы вы предоставили реальный домен, я мог бы проверить его здесь, чтобы узнать, как он мне кажется.
